Tourism NPLs in Morocco
A hotel is not a flat: value follows the operation.

Tourism concentrates assets whose realisation value collapses if the operation stops. A hotel appraised as an open hotel is not the cash of a closed hotel, without a licence or a team.
What produces the cash
An open establishment produces seasonal revenue, dependent on airlift and occupancy. A closed one produces costs. A recovery scenario that assumes the operation continues has to name who operates, under which contract, and whether that contract survives default or a transfer.
The alternative is a sale of the walls as they stand, often at a steep discount because the buyer is taking on a restart, not an in-place yield. The two scenarios are not averaged without weights. See corporate NPL underwriting.
Stacked security
A mortgage on the walls, a pledge of the business, a pledge of shares, the sponsor's guarantee: each has its rank and its debtor. A tape that adds their 'appraisal values' counts the same economy several times — the visitor paying for a room.
One path is kept. The others are incompatible options, not additions. The method is the one in collateral versus recovery.
Season and cash
A settlement built on the average year fails if the establishment cannot get through the low season. A usable schedule follows the collection calendar, with a reserve, not one-twelfth of turnover.
Without recent accounts and without occupancy, there is no operating base case. There is a conservative 'walls only' case, and an operating option that is explicitly conditional.
No invented sector ratio
Supervision reports discuss branches of activity. This note states a tourism outstanding only if it has been checked line by line. That is not the case here. The quantified context remains the aggregate bank stock on the monitor.
A portfolio presented as 'tourism' is checked against the activity codes on the tape, not against the title of the memorandum.

Frequently asked questions
- Does the banks' NPL ratio measure tourism?
- No. The end-2025 figure of 8.3% is all activities, social basis, banks. This note does not publish a tourism sector ratio.
- Does a mortgage on the hotel capture the business?
- Not necessarily. The walls, the business, the licence and the management contract can be separate rights. The deed says which were taken.
